The Board may establish such additional procedures, standards, rules and regulations concerning architectural and landscaping control as it deems appropriate and as are not in conflict with the Master Declaration (including, without limitation, the Article thereof entitled “Architectural and Landscaping Control”), the rules and regulations adopted by the Architectural Committee or this Declaration; provided, however, the procedures provided in the Master Declaration for submission of plans and specifications, approval of any conformity to such plans and specifications, time limitations for completion of improvements in compliance with approved plans and specifications, variances and determining when such plans and specifications are deemed approved shall be adopted by the Board.
